The Chairman of the GTT Report Professor David John Francis and his team recommended that the President immediately direct the Audit Service Sierra Leone to undertake special audits of all MDAs to establish how public assets and funds have been utilized by the former APC Government as provided for in section 119 of 1991 constitution; the Audit Service Act 2014 and section 16 of the Public Financial Management Act 2016.
Another recommendation was to institute a Judge led Commission of Inquiry with a limited timeframe and mandate to recover all stolen and inappropriately converted state funds and assets, government buildings, land and hundreds of vehicles still unaccounted for.
As international auditors from Ghana, Tanzania and Kenya joined the Sierra Leone Audit Service to carry out a forensic audit on the activities of the government of Ernest Bai Koroma, several MDAs and other institutions are set to face the Commission of Inquiry.
This shows that the GTT Report did an excellent job by informing this nation how the All People’s Congress (APC) mismanaged our country’s resources.Â
Despite the rhetoric about ‘inclusive governance’, the former government of Ernest Bai Koroma allegedly pursued a policy of ‘tribalism’ and ‘regionalism’ in its recruitment and promotion of personnel at State House, and in government agencies and commissions, and in diplomatic postings.Â
