MOHS Ends TOT on IPAS

Giving an overview of the programme the Director of Human Resources for Health, Edward Kwame Yankson  recalled that  on 10th April this year the Director General of Human Resource Management Office sent a memorandum requesting Civil Servants to develop their individual performance target that would be used for monitoring and evaluation in order to track  little or non-performance.

He said the performance appraisal is a scheme for all Civil Servants promotion capacity building including all other benefits. He quoted regulation 8-1 of the Civil Service code which clearly stipulated that civil servants shall be evaluated periodically for their efficiency competence and integrity through performance appraisal.

The main thrust of the training, is to discuss criteria to which individual performance appraisal, and to define a criteria where an employee can be monitored and evaluated and to set a specific goal to achieve.

This is in line with the government new direction drive to boost productivity and accountability.

In his presentation on the objective of the training, the Deputy Director of Human Resources for Health, Ministry of Health and Sanitation, Emile Koroma said new Individual Performance Appraisal System (IPAS) now replaces the obsolete Annual Confidential Review (ACR).

On the principles of management, he talked on effective communication so that employees at all levels should have clear understanding on their roles and responsibilities and should able to provide feedback at all times.

He also talked on objectivities, transparency, fairness, equity and mutual respect.

The occasion was chaired by the Director of Support Services Ministry Health and Sanitation, Mohamed Kutubu.
