The summons was in relation to huge sums of money which were meant for brushing and other activities. “The minister and personal secretary have been dodging this Committee”, Honourable Kamara informed. “Officials have been arrogant on the phone and have said if MPs want, they can recommend his sacking and publicly challenging us” He explained.

Donald Ngeba, a personal secretary in the Works Ministry, said that they have not been aware of most of the issues, and that fiscal and other issues have been having a toll on the capacity of the Ministry. He said “we have full respect for Parliament and in no way can disrespect you. But the crux of the matter
is that, people are personalizing government offices”, Mr Ngeba noted. However, he also complained that his ministry lacks professional capacity and also blamed the absence of a certain Mr Ganda in the Ministry.
The Committee ruled that a working document needed to be established to facilitate coordination and a twice-yearly monitoring by Parliament should be instituted.

“MDAs are ignoring us. It is contempt. But let me urge journalists that there have been a whole lot of misinformation before this hearing; so we need a round table discussion”, Honourable Kombor Kamara suggested.
